According to the law, the owner of the vehicle must deal with all issues, and the driver must receive a power of attorney to conduct such matters, with the right to sign. However, as practice shows, in most cases, upon presentation of an MTPL policy with a registered driver, the car is given to him. In any case, a person must have a personal passport in hand, as an identity card and a driver’s license in order to legally drive. You must have with you a STS (vehicle certificate), as well as payment documents confirming the fact of payment of the fine and the services of a tow truck, and most importantly, a copy of the report on the detention of the car with a note that the fine has been paid and the reason for the detention has been eliminated .

It often happens that the driver’s license, vehicle registration certificate, insurance - all these documents are stored in the car itself and were evacuated along with it. Then you will have to do the following: talk to the parking lot employee about these circumstances of the case, jointly unseal the car, pick up the documents, and ensure that the doors are re-sealed. This situation is not new for impound lot workers, and therefore you will not surprise anyone; no special effort or persuasion is required. All you need to do is politely and clearly explain the reason.
