1984 The Japanese government granted JIS a certificate for the production of bicycle and motorcycle tires. Production and sale of steel belted radia tires began.
1986 Sales reached $3,770,000,000.00. The total number of bicycle tires produced for export exceeded 20 million. Purchased new Banbury mixers to increase productivity.
1987 Yang Shin Ind. established. Co. Ltd., a joint venture between Toyo Rubber Ind. Co. (Japan) and Cheng Shin. Yang Shin, which produces rubber parts for the automotive industry. 1992 Chen Yun-Hwa was appointed General Manager. Invested $250,000,000.00 in the construction of a new Automated Warehouse. Capital increased to $3,159,184,500.00. 1995 Capital increased to NT$5,015,079,030.00. In April, received approval from the Taiwan Investment Commission to transfer US$30,000,000.00 to Cheng Shin Rubber Co. (China) as initial capital.
1996 Cheng Shin Rubber's capital increased to NT$5,515,079,000. In January, Toyo Tire of Japan merged with Cheng Shin Rubber (China), resulting in a total capital of US$72 Million, 30% of which was Toyo Tire's investment. In August, following the approval of the Taiwan Investment Commission, capital of US$2.5 Million was transferred and used to create, jointly with Toyo Tire, Cheng Tong Machinery Co. (Kunshan). The new company's total funds were US$5 Million, 50% of which were CST funds. The second stage of construction of the plant for Cheng Shin (Xiamen) has been completed and production has started. 1997 CST capital increased to NT$6,068,245,620. On May 29, CST's Quality Assurance program was certified to QS9000 standards. Cheng Shin Rubber Co. (China) began production in July after construction was completed. 1998 CST Capital was NT$6,796,435,090. In October, the Investment Commission approved an indirect capital investment of US$12 million into rubber manufacturing enterprise Da Feng (Tienjin), an affiliate of Maxxis International Co., Ltd.
